Architectural Review Committee (ARC) Approval
"Any proposed construction of any dwelling shall be prohibited unless the plans of said proposed dwelling shall be submitted to an Architectural Review Committee for review and approval." (Link: ROPOA Covenants, Part 2 Exhibit 1, paragraph 3) All Royal Oaks property owners are ROPOA members and must abide by these rules, as must all builders. Below are some helpful guidelines and forms. Property owners with smaller projects are referred to the "Resident's Building Permit".

Building Requirement's handbook - (ROPOA ARC Book)
The 20-page handbook contains requirements for all new building construction in the Royal Oaks subdivision, Maryville, Tennessee. The ROPOA Architectural Review Committee (ARC) meets the 2nd Tuesday each month at 6:30 pm at the Community Center, 4411 Legends Way (lower level), and owners or residents with ARC matters to discuss are welcome. However, it is preferable that they first contact the ARC Chair.

Other Home Building Requirements
All homes constructed in the Royal Oaks subdivision must also follow the guidelines in our ROPOA Covenants, Part 2, Exhibit 1 (link). The Covenants cover such things as requirements for submitting plans and specifications, maximum height of the residence, minimum square footage of the heated living area, roof type and roof pitch requirements, fireplace constructions, exterior foundation wall requirements, set back and lot line requirements, underground wiring, window air conditioning unit requirements, mailbox, light post, utility yard and utility meter requirements, and other similar requirements.

Resident's Building Permit
Homeowners contemplating building anything outside their homes (examples below) must review the "ROPOA ARC Building Requirements" document. In many cases the owner would then use the 1-page "Royal Oaks Application for Miscellaneous Construction Building Permit" (ROPOA ARC Misc Permit). It must be submitted and approved PRIOR to construction and it involves a fee.
- Owner construction examples that require the Permit: deck extension, addition, or replacement; fence addition; room addition; screened in porch; new concrete patio or driveway; new utility yard; swimming pool; storage shed.

Smaller owner work: If you are contemplating cutting down large trees; or adding a hot tub, satellite dish, flagpole, basketball hoop, play house, or dog house, CONTACT the ARC Chair. (The permit form may not be what is needed.)

City of Maryville Building Codes
Includes the city's building codes, permits and guidelines such as those covering: building structural design criteria, building setback, fence regulations, residential underground electrical service, residential construction information, and energy code overview. Also permit applications: residential building, electrical, plumbing, retaining wall, swimming pool, signs, homeowner's affidavit, worker's comp affidavit, and residential permit process chart.

Includes the county's codes, permits and guidelines such as those covering: construction planning design criteria, bath exhaust fans, exterior walls, garage codes, handicap accessible, crawl spaces, invented crawlspaces, brick details, energy code certificates, emergency windows, fireplaces & chimneys, footing details, gas meter location, building heights, pool requirements, smoke detector locations, stair requirements, radon requirements, duct installation, deck construction requirements, vertical steel requirements (basements), and energy code inspection requirements.
